Browns declared RB D'Onta Foreman, LB Jordan Hicks, T Germain Ifedi, QB Bailey Zappe and DT Quinton Jefferson inactive for Cleveland's Week 9 game against the Chargers.Foreman is a healthy scratch after seeing seven touches in the last two games for Cleveland. Jerome Ford -- finally past his hamstring injury -- and Pierre Strong will backup Nick Chubb today. Denzel Ward (concussion) is active for the Browns after initially being declared questionable, which should help hold down the Chargers' passing attack today. Hicks was declared out Friday with an elbow/triceps listing, Zappe is the third quarterback, the other three are healthy scratches.
